in a change to using photoshop elements or painter, these images were created using tools from the photo website picsart.

You got some very different looks from that picture. It seems to me like different aspects of the composition stand out in the different takes. I notice the spires more in the last one. The shapes of the cranes stand out more in the first one. And I notice the lamp more in the middle one.
